
Locust bank robbery suspect caught

Locust Police Chief Frank Hartsell and Capt. Charles Connell, with the assistance from Cabarrus County Sheriff’s deputies, arrested Brett Anthony Hamrick on Monday at his home at 5895 Heartwood Court in Harrisburg.
Hamrick, 50, was charged with common law robbery in connection with the armed robbery that occurred at First Bank in Locust on Feb. 22. He is currently being held under $10,000 bond in the Stanly County Jail.
Hartsell said he would like to thank the Oakboro Police Department and Cabarrus County Sheriff’s Office for their assistance in closing this case.
“Resource and information sharing among agencies is essential to solving crimes, as the criminal element does not care about jurisdictional boundaries,” Hartsell said, adding that he is proud that Locust Police Department has such a good working relationship with all the surrounding agencies.
Locust Announces New Police Chief

The City of Locust announced Friday the appointment of Acting Chief Frank Hartsell, a 19-year veteran of the Locust Police Department, to the position of Chief of Police.
In announcing the appointment, which is effective immediately, City Administrator James Inman said that Hartsell’s “sense of honor, integrity, and duty as well as his long term dedicated performance with the City make him an ideal choice for this important position.”
In addition, Assistant City Administrator Tim Fesperman stated that Hartsell’s “reputation for honesty and integrity, his vision for the department, and his proven ability to promote a team environment” were instrumental in the choice.
Hartsell has been serving as acting chief of the department since November, 2009.
He has been a member of the Locust Police Department for 19 years, joining the force in 1991 and advancing through the ranks as patrolman, corporal, sergeant, and assistant chief.
In his career with the Locust Police Department, Hartsell has held direct responsibility at one time or another for all major aspects of the Police Department, including patrols, investigations, fiscal planning and budgeting, communications, operations, and administration.
“The search committee was particularly impressed with Hartsell’s progress with the department since becoming Acting Chief in November. His knowledge of and commitment to the community is evident in the overwhelming support he has received from residents and business leaders alike,” said Inman.
“I am confident that under his leadership, we will continue to see our Police Department grow and flourish.”
During his tenure wish the Locust Police Department, Hartsell has completed more than 3500 hours of formal training. He assisted with the development and implementation of the first county-wide Inter Agency Drug Unit, and is currently a member of the multi-agency Drug Task Force.
Hartsell was the recipient of the Locust Mayor’s Employee Award for the Fourth Quarter of 2009.
The staff of the Locust Police Department includes 11 full-time sworn officers, one part time officer, two reserve officers, one auxiliary officer, and one full time records clerk.
Officers of the Locust Police Department have been working closely with detectives of the Cabarrus County Sheriff’s Office, Stanly County Sheriff’s Office, and officers of the Oakboro Police Department over the past several weeks investigating a string of breaking, entering and larcenies.
Information obtained by Officer Jeremy Cleaver of the Locust Police Department has led to the arrest of six individuals and the recovery of several stolen items including jewelry, a compound bow, two handguns and other weapons.

These subjects were also charged with felony breaking and entering, felony larceny after breaking and entering, and felony conspiracy.
The officers from the cooperating agencies worked very well together and Chief Hartsell would like to thank Sheriff Brad Riley of the Cabarrus County Sheriff’s Office, Sheriff Rick Burris of the Stanly County Sheriff’s Office and Chief Joe Lowder of the Oakboro Police Department for all their assistance with these cases.
The investigation is still ongoing and more arrests are anticipated.
