SCOPE OF WORK
The project is new construction of a senior center next to the existing Locust Library, along with supporting parking and site improvements.
GENERAL BID CONDITIONS
- Contractors must meet all Federal, State, and local licensing requirements.
- Contractors to provide proof of workers compensation coverage and at least $1 million commercial liability coverage.
- Responses to the RFB shall be made according to the instructions contained herein. Failure to adhere to instructions may be cause for rejection of any bid.
- Bidders understand and agree that submission of a bid will constitute acknowledgment and acceptance of, and willingness to comply with, all the terms, conditions, and criteria contained in this RFB, except as otherwise specified in the proposal. All parts of the submitted bid may become part of any subsequent contract between the selected bidder and the City of Locust.
- False, misleading, incomplete, or unresponsive statements in connection with a bidder may be sufficient cause for rejection of the bid. The evaluation and determination of the fulfillment of the above requirement will be the City of Locust’s responsibility, and its judgment shall be final.
- Bidders shall provide a straightforward, concise delineation of the proposer’s capability to satisfy the requirements of the RFB. Each bid shall be signed in ink by a duly authorized officer of the company.

Bids in response to this RFB shall be considered received at the time received by the addressee. All bids and other communications should be addressed to The City of Locust as follows:

Written bids must be received by the City of Locust at its office address listed above by May 6, 2025 at 2:00 PM. Written bids may either be mailed or delivered and marked as described.
Bids will be opened publicly on Wednesday May 7th at 12:00 PM in the Joel Huneycutt Room of 186 Ray Kennedy Dr, Locust, NC 28097.

Bids received after this specified date and time above shall be considered late and shall not be considered for evaluation. All bids required to be submitted on attached Bid Specifications/Bid Submittal Form.
CANCELATION OF BIDS
The City of Locust reserves the right in its discretion to cancel this RFB in whole or in part.
BID REJECTION
The City of Locust reserves the right to accept or reject all proposals submitted in response to the RFB or refuse to enter any contract resulting from any proposal submitted, without expense to The City of Locust.
AWARD
Award of bid shall be made to the lowest responsible bidder meeting the specifications set forth herein.

Questions should be directed to: Kristin Suess, CPL Architecture, Engineering & Planning (ksuess@CPLteam.com) and will be received up until 3:00PM EST on April 21, 2025. An Addendum, if required, will be issued on April 24, 2025.
Contractors are hereby notified that they must have proper license under the State laws governing their respective trades and that North Carolina General Statute 87 will be observed in receiving and awarding contracts. General Contractors must have general license classification.
No bid may be withdrawn after the opening of bids for a period of 30 days. The Owner reserves the right to reject any or all bids and waive informalities.
A non-mandatory pre-bid site visit will be held for all interested bidders at 2:00PM EST Thursday, April 10th, 2025 at the site. The meeting will address project specific questions and allow bidders the opportunity to field verify existing conditions.
