Summary: The property located at 6370 NC Hwy 24-27 E Midland, NC 28107 (Cabarrus County) is currently zone Highway Commercial (HC). The applicant, Smith Douglas Homes, is requesting a rezoning from Highway Commercial (HC) to Open Space Conditional (OPS-C). The applicants intends to develop the property into a single family residential subdivision consisting of 150 units. The applicant will present its request for rezoning to the Planning & Zoning Board on Thursday, May 27, 2021.

Update: Smith Douglas presented a revised site plan on May 27th for Planning & Zoning Board consisting of 145 units. Planning & Zoning voted unanimously to present an unfavorable recommendation for City Council. City Council will receive Planning & Zoning recommendation during the June 10th meeting, and expected to make a decision on rezoning request during the July 8th meeting following a public hearing.

Update #2: Smith Douglas presented a revised site plan (including rendering of proposed berm) on June 9th. The revised plan consists of 114 units, all units with a minimum lot width of 90 feet. Locust City Council will hold a public hearing on Thursday, July 8th at 7:00pm to hear comments for/against the rezoning request. City Council is scheduled to vote on the rezoning during the July 8th Council meeting.

2020 Projects

Status: Complete – Denied by City Council on January 14, 2021
Summary: The property located at 516 E Main Street is split zoned. The front portion, which fronts Hwy 24/27 is zoned Highway Commercial (HC), while the back portion of the property is zoned Neighborhood Residential (NR.) The applicant request to rezone the entire parcel to Neighborhood Residential (NR). On December 8, 2020 the Planning & Zoning Board voted unanimously to recommend denying the rezoning request as it was inconsistent with the 2014 Land Use Plan. On January 14, 2021 the Locust City Council held a public hearing to receive input from the public; nobody spoke during the public hearing. The Locust City Council voted unanimously to deny the rezoning request because it was inconsistent with the 2014 Land Use Plan.
