Passing of Locust Police Chief Steven R Smith
It is with extreme sadness and a heavy heart that the City of Locust City Council announces the sudden passing of Chief of Police Steven Smith. Preliminary indications are that his death is due to natural causes.
Chief Smith began his career in law enforcement in 1997 as a reserve officer with the Locust Police Department. He became a full-time police officer for Locust PD in 1998, and then worked with the Monroe and Kannapolis Police Departments prior to returning to the Locust Police Department in 2007. Chief Smith honorably served the citizens of Locust as Chief of Police since his appointment on December 30, 2019.
During his tenure as Chief of Police, the Locust Police Department fostered partnerships with law enforcement agencies in Stanly, Union, and Cabarrus Counties that will forever be remembered as a testament to his leadership and discipline.
Chief Steven Smith was 45 years old and is survived by his wife, Melissa, his daughter Riley, and his son Hunter.
Please keep his family, the Locust Police Department and his many friends in your prayers for the difficult days ahead. He will be greatly missed.

Restaurant Guidelines for Phase 2 of COVID-19 Re-opening
Restaurant Guidelines for re-opening under Phase 2
Gov. Cooper is expected to announce on Wednesday, May 20, 2020 that North Carolina will move into Phase 2 of re-opening starting Friday, May 22, 2020 at 5:00PM. Under Phase 2, restaurants are expected to re-open with limitations. The North Carolina Department of Health and Human Services provided the following resources for restaurants to review prior to re-opening. City of Locust Declares State of Emergency in response to Governor Cooper’s Stay At Home Order

Update #3: Stay At Home Order extended through Friday May 8th
On Thursday, April 23, 2020 Gov. Cooper extended the state-wide Stay At Home Order (Executive Order #121) until May 8, 2020. City Hall and all other public facilities will remain closed to the public until 5/8/2020. Additional information will be posted on this page as soon as it becomes available. Update #2: Sewer Disconnections suspended
As per Gov. Cooper’s Executive Order #124, residential account disconnections for nonpayment are suspended for 60 days. In addition, the City of Locust will not impose new penalties for late fee payments or collect on penalties that were imposed on residential accounts as of March 31, 2020. If necessary, residents may contact the City of Locust Billing Department to set up payment options.
On Friday, March 27, 2020 N.C. Governor Roy Cooper signed Executive Order #121 entitled: “Stay at Home Order and Strategic Directions for North Carolina In Response To Increased COVID-19 Cases”
In consultation with Cabarrus and Stanly County officials, and based upon guidance from the Center for Disease Control (CDC) and the North Carolina Department of Health and Human Services (NCDHHS), Mayor Steve Huber declared a State of Emergency within the jurisdiction of the City of Locust effective 5:00 PM on Monday, March 30, 2020.
The City of Locust’s top priority is and always will be the safety and security of the community. City officials are closely working with Cabarrus and Stanly County officials to monitor the situation. While there have been some changes to City services, all necessary arrangements are being made to ensure that all City essential services are provided during this evolving situation.
Effective Monday, March 30, 2020 at 5:00pm:
- City Hall and all other public facilities will be closed to the public.
- All residents and businesses are encouraged to conduct utility payments with the City utilizing its online feature at https://locustnc.mygovhub.com/#/ or by depositing payment in our City Hall utilities payment drop box.
- All residents can conduct other business with the City by calling the City offices at 704-888-5260 during normal business hours (Monday-Friday 8:30am to 5:00pm)
- Trash and Recycling collection has been deemed an essential service. Waste Management is allowed to continue regular collection schedule.
- All City Parks & Recreation programs are suspended until at least May 15, 2020.
- Please contact Emily Jones, Parks & Recreation Director for refunds.
- Social gatherings at the Officer Jeff Shelton Memorial Park, and the Locust Athletic Complex are limited to 10 people as per Governor Cooper’s Executive Order #121.
Please refer to Executive Order #121 to determine if you and/or your employee(s) are considered essential workers.

Chief of Police Appointment
On Monday, December 29th, 2019, Locust Captain Steven Smith was officially sworn in this morning as Chief of Police for the Locust Police Department. We are all excited to begin this next chapter under Chief Smith.

City Council Approves 2019-2020 FY Budget

Hopper Communities Submits Revised Grading Study for Elm Street Project 7.30.2019

Hopper Communities submitted a revised grading study that corresponds to the revised sketch plan submitted on 7.26.2019. The scope of work remains the same. However, the Developer anticipates a reduction in the amount of grading resulting from the elimination of BMPs and the reduction of overall impervious surface.
Revised Subdivision Sketch Plan (July 26, 2019)
Hopper Communities accepted the Development Agreement for the Elm Street project on Friday, July 26, 2019. In addition, they submitted a revised sketch plan showing the changes after complying with the Development Agreement. The total number of units in the subdivision is 247 or 2.0 dwelling units per acre. (previous plan included 265 lots or 2.17 du/a.) The lots, as per the Development Agreement, will be 70 feet wide; they will have sidewalks on both sides, and one (1) lane of on-street parking.
Hopper Communities consulted with NCDEQ and plans to reduce the impervious surface of the project in order to eliminate the use of BMPs. The property previously reserved for the use of BMPs will now be developed as residential lots and amenities.
Revised Subdivision Sketch Plan (May 9, 2019)
Hopper Communities submitted a revised sketch plan for the Elm Street project on May 9, 2019. The revised sketch plan includes changes requested by City staff after review of the April 10th sketch plan. It includes an additional road stub to the Glenn R Smith Jr property on the eastern portion of the subdivision.

Hopper Communities submitted a Grading Study for discussion purposes during the May 9, 2019 City Council meeting.
Revised Subdivision Sketch Plan (April 10, 2019)
Hopper Communities submitted a revised sketch plan for the Elm Street project on April 10, 2019. The revised sketch plan includes changes requested by City staff following the March 14, 2019 Council meeting. At the 3/14 meeting, Council received comments from the public regarding the subdivision. City staff had 2 working sessions with the developer, on 3/21 and on 4/3, to recommend changes to the sketch plan. The revised sketch plan includes the following changes:
- Bigger lots – Original sketch plan included 52′ lots. Revised sketch plan includes 60′ lots.
- Lower density – Original sketch plan included a density of 2.3 units/acre for a total of 285 lots. The revised sketch plan includes a density of 2.17 units/acre for a total of 265 lots.
- Less cul-de-sacs: The original sketch plan included 14 cul-de-sacs. The revised sketch plan includes 10 cul-de-sacs.
- Street connectivity – City staff requested a stub out to connect north phases of the project to South Beverly to facilitate access to Hwy 24/27. In addition, 2 (two) other stub outs were requested to the adjacent property on the north of Elm Street portion of the project. The revised sketch plan will be posted here once available.
- Open Space & Amenities – The open space proposed remains unchanged at 40 acres or 33% of the entire property site. The amenities will include at least 1 play ground and one dog or pocket park.
- Mockingbird Ln. connectivity – The subdivision is still planned to connect to Mockingbird Lane. However, the road will be barricaded until the project is complete to avoid construction vehicles traveling on Mockingbird Ln. and other neighboring streets.
- Elm Street Improvements – The City and Hopper Communities met with NCDOT Division #10 on April 3, 2019 to go over the required improvements. NCDOT is requiring turning lanes along Elm Street to facilitate access in/out of the subdivision. A copy of the improvements will be made available to the public once it’s available to the City.
Hopper Communities is scheduled to present the revised sketch plan to the Locust City Council during the May 9, 2019 City Council meeting. The meeting will begin at 7:00 PM in the Joel Honeycutt Room in Locust City Hall located at 186 Ray Kennedy Dr.
